Applying Mayhew's Theory to Michigan's Third Congressional District

While Justin Amash has been in office since 2010, he continues to make himself known. When Amash is not making headlines in Washington D.C., he's back in Michigan's Third Congressional District, interacting with his constituency. He finds great honor in representing the district where he was born and raised



During his time in the Grand Rapids area, Amash is often present at local events. He finds importance in simple things such as hosting town hall meetings, as he did for the towns of Marshall and Caledonia. Amash also hosted a high school "Academy Night" for students to learn more about U.S. service academies. Noteably, Amash honors the achievements of his constituents, as he did for the winners of ArtFest 2018 and service academy appointees. Amash makes his name known by spending quality time in his district, while hardly ever missing a vote in D.C.


Credit Claiming

Hoping to establish government transparency and accountability, Justin Amash introduced the Readable Legislation Act of 2018 and the Searchable Legislation Act of 2018.  With the Readable Legislation Act, lawmakers would more closely "track changes" to legislation, rather than be able to make alterations without context. Seeking to further improve the lawmaking process, the Searchable Act requires every piece of legislation to be created, transmitted, and published in searchable electronic formats. By introducing the aforementioned legislation, Justin Amash displays his efforts to hold Congress accountable. His wish to set a clear standard for the lawmaking process reveals that Amash strives for transparency himself.

Additionally, Amash introduced  Eminent Domain Just Compensation Act (EDJCA) on January 10, 2019 "to ensure private property owners are fairly compensated if the federal government takes their land for border security or enforcement activities." The Fifth Amendment ensures property owners "just compensation" for the confiscation of their property. However, even if the property owner does not find the payment satisfactory, the government still removes their property before settlement takes place. Thus, property owners struggle to attain proper payment in addition to the inconvenience of yielding their property to the government. With the EDJCA, property owners receive settlement in court proceedings, prior to the removal of their property. Introducing legislation does not ensure the betterment of government procedure, such as the EDJCA. Rather, Justin Amash intricately displays his efforts to fulfill the desires of his constituents. Amash expressed his intent for the EDJCA, “It is unjust for the government to seize someone’s property with a low ball offer and then put the burden on them to fight for what they’re still owed. My bill will stop this practice by requiring that a property’s fair value be finalized before DHS takes ownership.”

Position Taking 

President Trump declared a national emergency to build the border wall on February 15, 2019. In turn, the Democrats made an effort to block the declaration. Amash made headlines as the only House Republican to support the block on the president's emergency declaration. Wishing to explain his opposition toward the president and his own party, Amash described his postition on Twitter:

This is far from the first instance Amash acted as a thorn in the president's side. Perhaps his most pressing concern with President Trump is government overspending, and he's not afraid to let the president know his position. If Amash holds traditional conservative values, why does he so often side with the Democrats? Amash champions the Constitution, instead of staying behind party lines. When taking a position, he utilizes social media to thoroughly explain his reasoning. Ultimately, despite his frequent opposition to the GOP, Justin Amash continues to be a prominent conservative in the U.S. House.

Michigan's 3rd Congressional District Election, 2018 

Justin Amash advanced without an opponent in the Republican primary. Democrat Cathy Albro challenged the incumbent Amash in the 2018 General Election for U.S. House. Holding the office since 2010, Amash continued his tenure with a 54.4% margin.

The 2016 Election

Justin Amash was one of several Republicans that did not endorse or vote for Donald Trump in the 2016 Presidential Election. Instead, Amash endorsed the Republican candidate Ted Cruz. While his decision could have been a risk, it did not harm his own election. In fact, Amash won with a 60% margin against his challenger Douglas Smith. Perhaps his victory was so definite because Douglas Smith could not have a more basic, Caucasian name. Hoping to feel more unique, Douglas Smith later changed his party affiliation to Independent.

Predictions

The 2018 Cook Partisan Voter Index for Michigan's 3rd Congressional District was R+6, meaning  6 percentage points more Republican than the national average. Additionally, Justin Amash is currently serving his fourth term for the Fighting 3rd. Every reelection, he consistently wins by a reasonably comfortable margin. Amash continues to stand out, as he does not conform to the Republican party, often leaning Libertarian. At only 38 years old, Amash will likely remain in office and certainly seek high office in years to come.

Government Overspending
In order to combat government overspending, Justin introduced a balanced budget amendment, the Business Cycle Balanced Budget Amendment, advocating for a fair and simple tax code and a regulatory environment. 

 Limiting NSA

In January 2018, the House voted to renew a controversial six year surveillance program allowing the possible collection of Americans' emails, text messages, and photos without a warrant. Along with Zoe Lofgren, a Democrat from California, Amash proposed an alternative bill. With strong support from both liberal and conservative groups, the bill required federal agents to get warrants before searching through Americans' data.

Biographical Information  

 A 38 year old Grand Rapids native, Justin Amash represents his home district in the 116th United States Congress.

Political Party: Republican

Religion: Born to a Palestinian Christian father and a Syrian Christian mother, Justin is an Orthodox Christian

Education: Justin received his bachelor’s degree with High Honors in economics from the University of Michigan and his juris doctor from the University of Michigan Law School.

Family: Justin lives with his wife, Karla, and their three kids in Cascade Charter Township.
